The Department of Agriculture, Fisheries and Forestry (DAFF) has recently announced that Japan is no longer recognized as free from Lumpy Skin Disease (LSD) following an outbreak in the country. As a result, there are updates to the import conditions for certain dairy products, which are outlined below.

What Does This Mean for Importers?

If you hold an import permit, you may be affected by this change. The DAFF will be reaching out to impacted permit holders with further details on how this development may alter the conditions for specific goods. If you have not already received communication, you can expect more information on the specific changes, particularly concerning products containing 10% or more dairy by dry weight.

Changes to the LSD-Free Country List

With Japan no longer being classified as an LSD-free country, dairy products sourced from, processed, or manufactured in Japan can no longer be imported. The updated list, which can be referenced in your import permit, has been adjusted to remove Japan. However, it’s important to note that your permit number and other conditions related to your imports will remain unchanged.

Dairy Products and the Impact

This change means that dairy and dairy products cannot be sourced from, processed, or exported from Japan. Products containing dairy that are not sourced from, processed, or manufactured in Japan, however, will not be affected by this update.

For those importing goods containing dairy, there is no change to the Biosecurity Import Conditions (BICON) for products with less than 10% dairy by dry weight. The BICON case for these products was last updated on December 15, 2024, and remains unaffected by the current changes.
