This trade agreement will deliver new market access opportunities for Australian businesses and consumers from 29 December 2022.

ECTA is a ground-breaking agreement that brings Australia and India’s economies closer together.

From 29 December, tariffs on 85 per cent of Australia’s exports to India will be eliminated and high tariffs on a further 5 per cent of goods will be phased down.

ECTA will save Australian exporters around $2 billion a year in tariffs, while consumers and business will save around $500 million in tariffs on imports of finished goods, and inputs to our manufacturing sector.

The tariff commitments provided by India in the agreement will open up access for Australia’s exporters of products including critical minerals, pharmaceuticals, cosmetics, lentils, seafood, sheepmeat, horticulture and wine.

Australian services sectors to benefit include higher education and adult education, as well as business services such as tax, architecture and urban planning.

 

 A Certificate of Origin shall-

  • Be in writing or electronic format;
  • Be in the English language;
  • Specify that the good is originating and meets the requirements of this Chapter;
  • Contain information, as set out in Annex 4A (Minimum Information Requirements) and presented in the same format as provided for in Annex 4A (Minimum Information Requirements);
  • Remain valid for 12 months from the date on which it is completed or issued;
  • Apply to single importation of one or multiple goods provided that each good qualifies as an originating good separately in its own right; and
  • Bear a unique Certificate of Origin number, affixed by the issuing body or authority, as appropriate, in the exporting Party.

A Certificate of Origin may indicate two or more invoices issued for single importation.

 An ECTA certificate of origin must be issued by an issuing body or authority of the exporting Party. A written application for this document must be submitted by an exporter, producer or their representative. 

 For exports  – The Australian Issuing Bodies are:

  • Australian Chamber of Commerce and Industry 
  • Australian Industry Group 
  • Ozdocs 

For Imports –  India’s Issuing Authorities are:

  • Agricultural and Processed Food Products Export Development Authority (APEDA)
  • Central Silk Board
  • Cochin Special Economic Zone
  • Coir Board
  • Directorate General of Foreign Trade (DGFT)
  • Export Inspection Council (EIC)
  • Falta Special Economic Zone (FSEZ)
  • Kandla Special Economic Zone (KSEZ)
  • MEPZ Special Economic Zone
  • The Marine Products Export Development Authority(MPEDA)
  • Noida Special Economic Zone (NSEZ)
  • O/o DC (Handicrafts)
  • SEEPZ Special Economic Zone
  • Spices Board
  • Textiles Committee
  • Tobacco Board
  • Vishakhapatnam Special Economic Zone (VSEZ)
